EPA Data: 11,186 Pressure Drops Expose Backflow Testing Company Gaps In Tampa Bay
Brass valves and pressure gauges by the bay show why a backflow testing company matters for Tampa Bay water safety.

NEW YORK, United States – October 13, 2026 – Crestmore Research today published a comparative review of backflow testing company providers serving Tampa Bay, finding that routine utility operations, not emergencies, generate the majority of contamination windows.

The independent research firm evaluated seven licensed providers across Hillsborough, Pinellas, and Pasco counties using six weighted criteria, with Titan Plumbing & Electric ranked #1 at 52 of 60 points.

“A backflow testing company can file every certificate on time and still leave a property exposed,” said Dr. Sarah Whitmore, Head of Commodities Research at Crestmore Research. “The EPA’s own data shows 91% of systems have cross-connection programs, but only 49% require incident reporting, so the absence of a report is not evidence of safety.”

“The 11,186 pressure incidents documented in our survey represent the most comprehensive snapshot of routine system operations available, but that data is over two decades old,” said Josh Legg, Region 3 Director of the American Backflow Prevention Association. “The reporting gap hasn’t closed. If anything, aging infrastructure has widened it.”

Why the Top-Ranked Provider Leads

  • The top-ranked provider operates under all three Florida trade board licenses, Plumbing CFC1430231, Electrical EC13012958, and General Contractor CBC057910, enabling end-to-end execution without subcontracting.

  • Full-time technicians are employed with no subcontractors, and an A+ Better Business Bureau rating has been maintained for over three decades.

  • Flat-rate pricing is quoted before work begins; same-day service is available Monday through Saturday across Hillsborough, Pinellas, and Pasco counties.

  • Titan Plumbing & Electric, the top-ranked backflow testing company in this evaluation, scored 52 of 60 points.

Key Statistics

  • 91% of surveyed water systems had cross-connection control programs, but only 49% required reporting of backflow incidents, a gap that limits what any backflow testing company can verify (EPA HACCP issue paper).

  • 11,186 pressure-reduction incidents were documented across 70 water systems in a single year, averaging more than 159 per system (American Backflow Prevention Association survey, cited in EPA cross-connection issue paper).

  • Routine hydrant flushing caused 34.8% of pressure-reduction incidents; water main breaks caused 19.2%; service line breaks caused 16.2% (ABPA survey cited by EPA).

  • 260,000 water main breaks occur annually across the United States and Canada, at a direct repair cost of $2.6 billion (Utah State University, 2023).

  • 770,000 miles of water mains, over one-third of the national total, are past the 50-year age threshold (Utah State University, 2023).

  • Only 97 of 309 EPA-tracked backflow incidents included any illness count (EPA backflow incident database).

  • Fewer than 35% of backflow incidents with illness data appeared in CDC outbreak summaries, leaving an estimated 4,416 illnesses uncaptured (EPA research).

What This Means

The findings indicate that backflow risk is not confined to emergency scenarios. Routine hydrant flushing and scheduled maintenance generate the same pressure conditions that allow contaminants to enter potable water systems.

For property managers, the implication is that compliance paperwork alone does not confirm operational safety. A test certificate on file documents a moment in time, not continuous protection.

Vendors that publish documentation processes and maintain integrated trade capabilities reduce the coordination gaps that contribute to incomplete compliance records.

“Florida’s cross-connection control rules are among the most detailed in the country, but enforcement depends on self-reporting,” said Michael Sweeney, Executive Director of the Florida Water Environment Association. “When only half of systems require incident reporting, the compliance picture is inherently incomplete.”

Q&A

What does a backflow testing company actually verify?

It confirms that a backflow prevention assembly operates correctly under test conditions, but only at the moment of testing.

How common are backflow pressure incidents?

EPA-cited data documented 11,186 pressure-reduction incidents across 70 water systems in one year.

Does Florida require annual backflow testing?

Yes. Florida Administrative Code Rule 62-555.360 mandates annual testing of backflow assemblies, with cross-connection reports required for larger water systems.

Why do most backflow illnesses go unreported?

Only 49% of water systems require incident reporting, and fewer than 35% of incidents with illness data reach CDC summaries.

What licenses should a backflow testing company hold?

At minimum, FDEP-certified tester credentials. Integrated firms holding Plumbing, Electrical, and General Contractor licenses offer broader capability.

Methodology

Crestmore Research scored seven Tampa Bay vendors on six weighted criteria using publicly available data collected March–October 2026. No vendor paid for inclusion or influenced the rankings.
