On May 14, 2026, the Federal Motor Carrier Safety Administration (FMCSA) replaced its legacy Unified Registration System (URS) and FMCSA Portal with Motus, a new registration platform that requires Login.gov accounts and government-ID identity verification, including a facial scan, for every applicant. While the new safeguards have pushed fraudulent operators out of the market, they have also made the registration process significantly harder to navigate — especially for applicants whose first language is not English.
