Fiona Davis, Educational Consultant for the People Development Command section of Victoria Police in Melbourne, Australia, was recently chosen to receive the Empowered Woman of the Year Award for 2023, given by the International Association of Top Professionals (IAOTP). Her exemplary role as a female entrepreneur and talented professional displays her influence, capability, and proficiency.

Inclusion with the International Association of Top Professionals (IAOTP) is an honor, only a few women are chosen for this distinction based on their years of experience, professional accomplishments, academic achievements, leadership abilities, and contributions to their communities. These women empower others with innovation and compassion to reach their goals while creating change for future generations. With more than thirty years of professional experience, Ms. Davis has proven herself an accomplished educator. She is a dynamic, results-driven leader who has demonstrated success and professionalism throughout her career.

Ms. Davis discovered her passion for teaching while working as a primary school teacher for children for ten years. She joined the Australian Army and devoted 20 years to working in education and training development. During that time, Fiona instructed on soldier promotion courses and was an instructor at the Royal Military College, where Army officers are trained. While as an instructional designer at the Army Aviation Training Centre, she met her husband, who was serving at a nearby unit. Ms. Davis then went on to be in charge of the Army’s instructional design unit. Her last years in the Army were spent as the Editor of Army Doctrine, where she managed graphic designers, photographers, and printers and assisted authors in developing doctrine.

One of her most significant achievements as an Army major was leading a team of military and civilian educators during a 9-month deployment to East Timor. Her primary responsibility was teaching English to East Timorese Army soldiers while effectively managing the team. 

After leaving the Army, Fiona joined Victoria Police in 2010. She is responsible for analyzing, designing, and developing training programs for police recruits, detectives, crime scene officers, and prosecutors. Additionally, she collaborated with the Police Air Wing to create a comprehensive training program specifically designed for their Aircrewmen.  

As part of her job, Fiona is responsible for conducting continuous improvement audits for detectives, crime scene officers, and prosecutors. She also conducts audits of student training files and provides compliance advice to internal and external stakeholders of the People Development Command. Additionally, Fiona plays a crucial role in developing educational processes and standardized document templates for all courses at the Police Academy. In 2020, Fiona played a critical role as a member of a small team in ensuring that Victoria Police successfully obtained re-accreditation as a Registered Training Organisation. The re-accreditation process posed a significant challenge due to the COVID-19 lockdown in Melbourne in 2020. Fiona primarily worked from home during the two years of lockdown and the ongoing COVID crisis. During the COVID-19 pandemic, Zoom and Microsoft Teams meetings have emerged as the new norm for conducting business meetings. In 2022, she finally returned to the office and was grateful for the opportunity to reconnect with her colleagues. Fiona is responsible for managing all the exams conducted for police recruits and members seeking promotion. This responsibility includes creating, printing, partially grading the exams, and reporting the results. Additionally, she provides support to stakeholders in the development of both short and long courses by creating comprehensive lesson plans and assessments.

Ms. Davis remains connected to the Army as an Army Reserve Officer. Currently, she serves as a Museum Manager with the Australian Army History Unit. Fiona has been performing this role for the past ten years. In addition, she contributed to the Directorate of Operations and Training Area Management by developing a comprehensive training package for the Range Control Officers Course. This course is designed to equip individuals with the necessary skills to effectively manage Defence’s firing ranges across Australia.

During the COVID-19 lockdown in Melbourne in 2020, Fiona selflessly volunteered for active duty in the Army and was subsequently deployed to Operation COVID ASSIST. During the 2020 COVID-19 pandemic, the Australian Defence Force assisted the Victorian Government. Fiona served as the Intelligence Officer at the Headquarters of the Task Force for a period of three and a half months. During her interview with TIP Radio, she expressed that it was a remarkable opportunity and a great honor. However, she also mentioned that it felt peculiar to be deployed to assist her own state during a time of crisis.

Fiona is committed to pursuing further education. She holds a Master of Professional Studies in Instructional Design, a Master of Professional Studies in Teaching ESL, a Bachelor of Education, and a diploma in management and project management. In 2017, she successfully completed two additional diploma programs: one in Training Design and Development and the other in Vocational Education and Training.

Throughout her career, Ms. Davis has been a member of various professional organizations and has gained global recognition for her exceptional dedication and achievements. Fiona has been honored by IAOTP in their Top 50 Fearless Leaders Publication Vol 1 and Vol 2, as well as for the International Educational Hero Award. She was awarded the title of Top Global Impact Educational Consultant of the Year by IAOTP in 2023. In 2022, she was honored as the Most Influential Educator of the Year by IAOTP and had the privilege of being featured on the renowned Nasdaq billboard in Times Square. She was honored with induction into the prestigious IAOTP Hall of Fame, recognized as the recipient of the esteemed Educational Consultant of the Decade Award, and bestowed with the title of Humanitarian of the Year. Fiona was recognized as the Top Educational Consultant of the Year, receiving an honorable distinction. She received recognition as the Top Female Professional of the Year and was honored with a Lifetime Achievement Award. In 2018, she had the honor of being featured on the front cover of TIP (Top Industry Professionals) Magazine. Additionally, her achievements were recognized by IAOTP for 2019, and she was prominently featured on the renowned Reuters building in Times Square, NYC. At the 2019 gala, Fiona honored her experience in the Army by presenting the President of IAOTP with a gift of an Army bear. She will receive her  Empowered Woman of the Year Award 2023 at the IAOTP’s Annual Award Gala, which will take place at the iconic Plaza Hotel in New York City this December.

 Fiona is a member of the Australian Institute of Training and Development, as well as the Returned Servicemen’s League of Australia. She was awarded the Australian Army Active Service Medal and the Australian Army Long Service Medal. In 2013 and 2014, she was honoured as the Top VIP Member of Worldwide Branding. Additionally, she was recognized as the Top Female Professional for 2015 and was featured in Pro-Files Magazine. In addition, she was chosen to receive the prestigious Worldwide Lifetime Achievement Award and was prominently featured in a chapter of the renowned Top 101 Industry Expert publication. 

Furthermore, in October 2019, Fiona represented Victoria in her age group at the Australian Women’s Masters Hockey Championship, where her team earned the silver medal. She was also the runner-up for her hockey club’s most valuable player award. In 2021, Fiona received her club’s most valuable player award. She has been playing summer master’s hockey to maintain her fitness in preparation for the next winter season. 

Also, in 2021 Fiona received a 10-year award for working at Victoria Police. It is a set of 3 medals – large for ceremonial occasions, small for other events, and a bar for everyday wear. The ceremony was held in the chapel of the Victoria Police Academy, where Fiona works, and her husband was able to attend.

When not working, Fiona enjoys physical activity for her body and mind. She plays field and masters hockey for a Melbourne club, runs regularly, and walks their dog with her husband. She and her husband adopted a new dog Billy, a black and tan kelpie, from a pet rescue organization in late December 2019. He enjoys running and playing chasings. When Melbourne was under quarantine due to COVID, he grew fond of his family and became an excellent house pet. 

Fiona creates jewelry, possesses a vast collection of beads, and has launched her internet business, Red Dog Beading. Her preferred jewelry is sead beading and chain maille. She also enjoys reading mystery and adventure stories: Agatha Christie, Clive Cussler, Peter Temple, and Dick Francis, among her favorite authors.
